Used in place of ‘penis’ in Ned speak.
A Ned never calls his penis (or indeed any penis) a dobber but he does call all his friends dobbers - implying that they are all penises. So in effect he takes pleasure in hanging about with penises - which tends to suggest he’s a bit of a prick himself!
